Claudia has lived in El Paso her entire life and is proud to be from this region. Claudia has proudly been part of EPSHRM since 2009 and has served in various functions on the Board. Claudia previously served EPSHRM as the Chapter Self Study Certification Director in 2014. Claudia served as the EPSHRM Treasurer in 2015 as well as the Vice President of Membership in 2016. Recently, Claudia served as the President – Elect in 2017 and looking forward to serving as the President in 2018.
Claudia has over 14 years of experience in the HR field and has worked in all aspects of the HR Field. Claudia is employed by Charter Communications and currently provides Strategic and Human Resources support to her Business Partners in El Paso, Texas. In addition, Claudia is also a PT Facilitator at the University of Phoenix for the last 9 years and facilitates Undergraduate and Master level courses in Management, Operations Management and Human Resources.
Claudia holds a Bachelor Degree in Human Resources Management and a Master of Business Administration (MBA). Claudia also has her PHR and SHRM-CP certifications.
Claudia has also volunteered and fundraised for the Alzheimer’s Association, participated in the Spectrum Housing Assist along with the American Red Cross and loves to participate in Christmas Cheer!

Born, raised and educated in El Paso. Ralph graduated from Ysleta High School, and completed his B.B.A. in Human Resource Management from UTEP in 2011. Ralph’s career in human resources started as an internship with the County of El Paso, where he demonstrated his passion and abilities as an HR professional. He was soon hired to an entry level position with the County’s HR department, and was quickly promoted to HR Generalist.
Throughout his nearly 6 year HR employment history with the County of El Paso, Ralph severed in various capacities including Recruitment, Employee Relations, Benefits, Risk Management, and HR Generalist to the Sheriff’s Office. While employed with the County of El Paso, Ralph completed his Master’s in Public Administration from the UTEP in 2015.
In August 2017, Ralph made the transition from public to private sector by accepting a position with Charter Communications. Currently Ralph is employed as an HR Generalist providing human resources support to the Customer Care Division of Charter Communications (Spectrum).
This is Ralph’s first year serving on the board, but he has been a member EPSHRM since 2012, and a member of UTEP-SHRM before that. During his free time he enjoys off-roading, and taking his dog (Molly Grace) on long walks.

Lourdes has over 35 years experience in human resources and safety. She received her certification as a Professional in Human Resources in 1998 and continues to be certified through continuing her education relating to changes in employment laws and benefits. She also received her OSHA General Industry Outreach Trainer certification from the U.S. Department of Labor in 2004. She has a wealth of knowledge in the safety and compliance area due to her thirty seven years experience in the manufacturing industry. Lourdes has an extensive background in Kaizen, 5 S Lean Manufacturing and internal auditing for TS16949 Environmental, ISO14001 Quality and ISO28000 Security. She has been instrumental in the development of safety manuals and safety procedures along with the implementation of the security badge policy and continual improvement for the benefit of ISO28000 registration and certification. Lourdes directs HR policies and programs. Common activities include creating and implementing programs and policies on company staffing, compensation, benefits, employee relations, training, health and safety. She is the administrator for the 401K Plan. Also proposes and is influential in company-wide changes or improvements to management based on analyzing employee data and researching the standards and changes in the HR field. Lourdes has also created Standard Operating Procedures and Flow Charts for improving training and consistency within a department. Lourdes is a volunteer for the Women’s Business Council Southwest Certification Review Committee and has just been awarded the Regional Volunteer of the Year Award in Feb. 2014. Lourdes received the HR Professional of the Year Award in January 2015 from EPSHRM. Lourdes is also very committed to the community she champions the fundraising efforts within her company and involves the community for the yearly Alzheimer’s Walk, the SHRM Foundation fundraising for scholarships, Sponsoring a couple of Blood Drives a year, to name a few. She has over 33 years’ experience in the human resource field. Amy is also known for being a strategic hands-on leader with the proven ability for developing, planning and implementing successful corporate visions and strategies and promoting a team concept in performance-driven environments.
She is also very committed to giving back to the community. She has assisted with diverse fundraising efforts for varied causes within the company she works for as well as the SHRM Foundation which she has been a local member for approximately 14 years. Luz A. Muñoz is an Accounting Manager with AT&T and was previously the Community Mobilization Program Director at the West Texas Council on Alcohol and Drug Abuse and has over 15 years of managerial experience including managing bargained employees. She holds a B.S. in Criminal Justice and a B.S. in Management from Park University. She is currently pursuing a MBA with a focus in Human Resources from Webster University. She is an active member of the Women of Finance and Women of AT&T Employee Relations Groups as well as participating in various mentoring circles and leadership trainings. Her interests in HR come from her love of law, fairness, diversity and doing the right thing. Luz is an El Paso native and supporter of charitable organizations that help women and children in her community. She organizes a yearly toy drive to benefit the Lee & Beulah Moor Children’s Home. This is her first year on the EPSHRM board as Co-Director of the SHRM Foundation and is honored and excited to be part of this organization. Luz is married to Jose “George” Muñoz and has 2 beautiful daughters. She is a softball and basketball mom who enjoys spending time with family, party planning and entertaining, reading and traveling.
Joe Piña, SHRM-CP, PHR

Joe was born and raised in El Paso. His family started a little bakery back in the late 80’s which has blossomed into several Vista Supermarkets around the El Paso area. Since 2006, Joe has been the HR Manager of this family-owned and locally-operated business. In 2014, he received his Professional in Human Resources (PHR) certification. With the help of his team, his Company has always been a dedicated member of the community and is focused on continuing that relationship.
Joel, was born in Acapulco Mexico. Moved to the U. S at age 15 and lived mostly in the East coast until his enlistment into the U. S Army. Where he has served for nearly 20 years and will retire in September 2018. While in the Army he served in many leadership positions to include the successful management of unit of 157 Soldiers. He also served as a trainer for two leadership academies; Grafenwoerh Germany and Fort Bliss, TX. He holds two certifications from UPENN which certifies him as a resiliency instructor and facilitator for the Army. As a facilitator he facilitated courses for Soldiers, Marines, Airforce and Department of Defense civilians for four Army installations; South Korea, Alaska, Fort bliss, TX and Fort Huachuca, AZ.
For a period of three years, Joel served as the Human Resources Specialist for three years at Fort Bliss, TX. He led the HR section thru three consecutive command inspections with great success. His success was mainly due to his Soldiers hard work and dedication to treat each Soldier as a valuable customer.
Joel holds a Bachelors Degree on Business and Management and is currently pursuing his PHR. Additionally, he holds several military certifications such as: instructor certification, Battle Staff (operations and planning) Safety certification, Retention certification, Army Faculty development, and leader development. Joel’s goal is to obtain his MBA with HR concentration from Park University and will start fall term.
Joel is married to his beautiful and very supportive wife Sonia and have a great son who keeps them busy with sports activities year long.
It is such great pleasure to enter the civilian sector as a volunteer for this great organization (EPSHRM) and I hope to learn and make a difference in the community.
